これはよく耳にする表現です。

受けた被害と同等の報復、制裁をする意味の表現です。元はハンムラビ法典に

由来し、過剰な復讐を抑制する目的がありました。 

そして、等価な報復にとどめる、制裁の限度を示した言葉。 

表現の例としては、

If you treat me that way, I'll fight back with an eye for an eye 

and a tooth for a tooth."

そんな風に扱うなら、目には目を、歯には歯をでやり返すぞ。
